As part of the SynAgri-PV research project, the project partners Becker Büttner Held Rechtsanwälte (BBH), Leibniz Center for Agricultural Landscape Research (ZALF) and Elysium Solar GmbH, in collaboration with the German Energy Agency (dena), published an impulse paper with the aim of outlining the potential market ramp-up of agrivoltaics in Germany. It provides an overview of the current technological market developments, their added value and the framework conditions, which are primarily determined by the Solar Package I. The resulting recommendations for action are seen in terms of clarity of definition, planning law, financing and research.

The guide also contains a checklist for planning and approving agrivoltaic systems.

Motion for a Resolution on Agrivoltaics in Protected Grassland

Concept for examining the compatibility of conservation objectives in protected areas with the addition of solar installations while retaining agricultural land use

As part of the SynAgri-PV research project, a test concept for agrivoltaics on agricultural grassland in protected areas was developed in collaboration with the project partners Bosch & Partner GmbH and Becker Büttner Held Rechtsanwälte Wirtschaftsprüfer Steuerberater PartGmbB. This is intended to enable an assessment of whether the expansion of agrivoltaics on protected grassland areas is compatible with the respective conservation objectives of the areas. To this end, it will be analyzed how narrowly or broadly the definition of agrivoltaics according to DIN SPEC 91434 is currently included in the various legal frameworks and how agrivoltaics could be defined in the future with regard to environmental and nature conservation concerns. Thus, based on a conflict matrix, recommendations are made on the suitability of different protected areas for different agrivoltaics concepts and definitions.

Standardization in Agrivoltaics

Currently, there are two preliminary standards in the field of agrivoltaics that distinguish agrivoltaic systems from ground-mounted PV systems and establish quality criteria for the construction and operation of agrivoltaic systems. The DIN SPEC 91434:2021-05 specifies the requirements for agricultural primary use.

The DIN SPEC 91492:2024-06 complements the animal livestock-specific requirements for an agrivoltaic system. The latter has not yet been incorporated into the legal framework by legislators.

Main agricultural use requirements: DIN SPEC 91434

DIN SPEC 91434 specifies requirements for the main agricultural use in the field of agrivoltaics. It defines requirements for planning, operation, documentation and operational monitoring as well as measurement indicators for the test procedure for quality assurance of agrivoltaic systems.

All requirements and indicators relate to agricultural use. Requirements for main agricultural use include light availability and distribution under the agrivoltaic system, which must be adapted to the needs of the respective crops.

The combination of greenhouses and solar modules, as well as the cultivation concept of vertical farming, are not yet covered by DIN SPEC 91434. A full standard is currently being developed based on DIN SPEC 91434.

Livestock-specific requirements: DIN SPEC 91492

The DIN SPEC 91492 specifies livestock-specific requirements for livestock farming concerning agricultural primary use in the field of agrivoltaics.

It specifies requirements for planning, operation, documentation and operational monitoring as well as measurement indicators for the test procedure for quality assurance.

Requirements of the main agricultural use (livestock farming) for grassland and other agricultural land include light availability and distribution under the PV system, the degree of adaptation of the agrivoltaic systems to the needs of the respective forms of livestock farming and animal species or crops for fodder production, the area occupied by livestock, the influence of PV on microclimatic changes and the protection of the system from damage by livestock.

Feasibility Study on Agrivoltaics in Baden-Württemberg

Together with a number of other institutes, Fraunhofer ISE has published a feasibility study in which possible research and demonstration fields for agrivoltaics in Baden-Württemberg are identified and presented.

The areas of application examined were pome fruit, stone fruit, berry cultivation, viticulture and arable farming. The feasibility study looked at spatial planning, agricultural and technical aspects, as well as financing options for the systems.
